I don't remember Michael Moore coming up when I tried it a few months ago... Now that Google's growing up (and selling out?), I guess they have to reflect a more moderate position, lol.

It has nothing to do with google really. It's simply a process called "google bombing" of messing with Google's algorithm (and, in this case, the actual bombing is for the phrase "miserable failure.") Nobody understands completely how Google's system works but the way their ranking works is by ranking the sites that have the most outbound links to them. So, people start linking the work "failure" to the White House bio of Bush and, the more links you get out there (on message boards, webpages, blogs etc), the higher it pushes the link. There are several examples of this and it's just a prank that people play.
